txt파일의 문자인코딩방식으로 인해 발생하는 오류이다.
필자는 np.loadtxt()에서 위와 같은 오류가 떴다.
**해결책**
np.load(encoding='UTF8')을 추가하니깐 오류가 해결되었다.
